Adds financial aid eligibility requirement for new California Promise students starting in 2020-21 academic year, requiring eligibility for Cal Grant or federal Pell Grant awards

Establishes the Student Success and On-time Completion Fund to provide Summer Term Grants (covering up to six units or two courses) and On-Track Progress Grants (up to $2,000 annually) to incentivize program participation

Prohibits charging systemwide tuition and fees to California Promise students starting July 1, 2020, when required courses are unavailable or full, once the course becomes available or a substitute course is offered

Requires California State University trustees to submit a report by July 1, 2021, detailing student participation numbers, graduation rates, and demographic breakdowns by campus

Guarantees program participation for low-income students, first-generation college students, students from underrepresented communities, and transfer students with associate degrees for transfer
