Limits Chafee grant receipt duration to 5 years (non-consecutive) and prohibits institutions from imposing any eligibility criteria beyond those specified in the bill and federal law.

Mandates that California Community Colleges and California State University provide Chafee recipients with information about campus support services and educational planning upon first payment release, with strong encouragement to utilize these services.

Requires the Student Aid Commission to submit annual legislative reports detailing applicant numbers, awards made, denial reasons, payment failures, recipient demographics, and spending on outreach activities.
