Requires the Public Utilities Commission to review annual renewable energy compliance reports filed by retail sellers and notify those at risk of not meeting renewable procurement requirements, with recommendations for compliance.

Mandates that at least 65 percent of renewable energy procurement counted toward compliance periods be from contracts of 10 years or longer duration or from ownership agreements for eligible renewable energy resources, beginning January 1, 2021.

Directs the Commission to ensure load-serving entities comply with integrated resource plan requirements and meet greenhouse gas emissions reduction targets while procuring at least 60 percent eligible renewable energy resources by December 31, 2030.

Requires the Commission to adopt a process for load-serving entities to file integrated resource plans on a regular schedule that achieves specified objectives including system reliability, cost control, and emissions reductions.
