Amends Elections Code Section 21532 to require the Los Angeles County Citizens Redistricting Commission to include voters who decline to state or do not indicate a party preference when determining proportional representation of political party preferences among commission members.

Maintains the 14-member commission structure with requirements that political party preferences be as proportional as possible to registered voters' preferences, while not requiring exact proportionality.

Preserves existing qualifications for commission members including residency in Los Angeles County, continuous voter registration with same party preference for 5+ years, and voting in at least one of the last three statewide elections.

Maintains existing selection process involving the county elections official screening applicants, public disclosure of top 60 qualified applicants for 30 days, and random drawing by the Auditor-Controller followed by appointments by initially selected commissioners.

Takes effect immediately as an urgency statute upon Governor approval on September 18, 2020.
