Requires the State Department of Public Health to establish a pulmonary hypertension task force to aggregate and disseminate information and research on pulmonary hypertension, including pediatric cases.

Task force shall develop and update a comprehensive strategic plan to improve health outcomes for individuals with pulmonary hypertension, including recommendations on research advancement, transplant criteria, public awareness, healthcare delivery, early diagnosis, and biomedical research.

Task force composition includes the Secretary of California Health and Human Services (chair), State Public Health Officer, Insurance Commissioner, Director of Department of Managed Health Care, Director of Health Care Services, and nine additional members representing healthcare providers, insurance plans, patients, pharmaceutical companies, and advocacy organizations.

Task force must submit reports to the Governor's office and Legislature on or before January 1, 2021, and January 1, 2023, detailing advances in research, treatment, access to care, and implementation progress of the strategic plan.

Provisions sunset on January 1, 2023, and the section is repealed as of that date.
