Establishes the Chief Climate Resilience Officer position, appointed by the Governor and confirmed by the Senate, within the Office of Planning and Research to serve as the statewide lead for climate adaptation policy and implementation.

Chief Climate Resilience Officer duties include developing guidance for integrating adaptation into state sustainability roadmaps and local general plans, coordinating climate change assessments, tracking adaptation metrics, and identifying vulnerable communities.

Chief Climate Resilience Officer must determine compliance by entities with State Environmental Goals and Policy Report requirements and publish recommendations for achieving compliance on the office's website.

Makes the Chief Climate Resilience Officer, or designee, a member and chair of the existing advisory council, which must include members with expertise in climate science, public health, environmental justice, agriculture, transportation, energy, water, planning, tribal issues, emergency services, and innovative finance.

Advisory council members serve staggered 4-year terms, with the first appointed members selected by lot to serve initial 2-year terms to create staggering; council must meet at least three times annually.
