Expands the definition of "pipeline" by removing the exclusion for crude oil pipelines operating by gravity or at stress levels of 20% or less of the specified minimum yield strength.

Authorizes the State Fire Marshal to require pipeline owners and operators to establish records, make reports, and provide information reasonably necessary for hazardous liquid pipeline safety compliance and regulatory development.

Grants the State Fire Marshal and authorized personnel the right to enter premises and access, copy, and disclose pipeline records, reports, and information to state and federal officials for pipeline safety purposes and relevant proceedings.

Requires the State Fire Marshal to maintain a centralized database containing information about certain intrastate pipelines, including crude oil pipelines operating at low stress levels and petroleum gathering lines in rural areas.

Exempts the state from local reimbursement obligations under Article XIII B of the California Constitution because costs result from creating or modifying criminal penalties.
