SB 172 Summary

• Authorizes temporary transfer of firearms without a dealer for safekeeping to prevent suicide attempts, and allows loans of firearms without dealers under specified conditions including secure storage and 120-day duration limits.

• Expands criminal storage of firearm laws to apply to unloaded firearms and makes it a 10-year felony to own firearms after conviction of criminal storage, unsafe firearm storage with prohibited persons, or related offenses.

• Requires community care facilities, residential care facilities for chronic illness, and elderly care facilities that permit firearms on premises to centrally store them unloaded in locked gun safes and ammunition separately in locked containers.

• Requires firearms dealers to post warning notices about firearm safety, secure storage, child access prevention laws, lead exposure, the 30-day purchase limit, and suicide prevention resources including the National Suicide Prevention Lifeline number.

• Exempts persons taking possession of firearms pursuant to safekeeping provisions from firearm safety certificate requirements and imposes state-mandated local program costs for enforcement.
