Requires the Office of the State Fire Marshal to develop a model defensible space program by January 31, 2020 for cities and counties to use in enforcing defensible space requirements around structures in high fire hazard areas.

Model program must include guidelines for vegetation management, enforcement personnel qualifications, inspection procedures, violation notification timelines, and citation mechanisms, with consultation from fire services, local government, building officials, utilities, builders, insurers, and environmental organizations.

Mandates development of a Wildland-Urban Interface Fire Safety Building Standards Compliance training for local building officials, builders, and fire service personnel, to be updated as building codes change.

Requires creation and regular updating of a Wildland-Urban Interface Products listing identifying materials and construction assemblies compliant with fire safety standards, including roofing, windows, vents, decking, and emergency power backup systems.

Authorizes the Office of the State Fire Marshal to use funds from the Building Standards Administration Special Revolving Fund, upon legislative appropriation, to develop and implement the defensible space program, training, and products listing.
