Establishes the Safe and Affordable Drinking Water Fund in the State Treasury to provide grants, loans, and services to help water systems deliver adequate, affordable, safe drinking water to disadvantaged communities.

Beginning in fiscal year 2020-21, allocates 5% of annual Greenhouse Gas Reduction Fund proceeds (up to $130 million) to the Safe and Affordable Drinking Water Fund, with General Fund transfers required from 2023-24 through 2029-30 if greenhouse gas fund proceeds fall short.

Authorizes the State Water Resources Control Board to contract with administrators (including local agencies, nonprofits, and private utilities) to provide administrative, technical, operational, legal, and managerial services to designated water systems serving disadvantaged communities.

Requires laboratories accredited by the state board to report results of all drinking water analyses to the State Water Resources Control Board in specified formats and intervals.

Mandates the state board to create and annually update a map of high-risk aquifers by January 1, 2021, and requires local health officers to submit water quality testing data to the state board.
