Allows voters from the 14th day before an election through election day to change their residence address (within the same county) or political party preference by submitting a written request to county elections officials instead of executing a new affidavit of registration.

Written requests must include the voter's printed name, current/former address or new party preference, a certification under penalty of perjury, voter signature, and date of execution.

County elections officials must immediately update voter registration upon receipt of a properly executed written request and maintain the request with the voter's record.

Requires issuance of either a nonprovisional or provisional ballot depending on whether the voter appears at their precinct, whether they have received a mail ballot, and whether the county has established connectivity between polling locations.

Took effect immediately upon Governor approval on February 13, 2020, as an urgency statute to implement procedures for the 2020 presidential primary election.
