Establishes the Wildfire Forecast and Threat Intelligence Integration Center jointly led by the Office of Emergency Services and Department of Forestry and Fire Protection to collect, assess, and analyze fire weather data and threat indicators.

Center serves as the state's central hub for wildfire forecasting, weather information, and threat intelligence gathering, coordinating data sharing among federal, state, and local agencies, utilities, tribal governments, and academic institutions.

Requires center membership from specified organizations including Public Utilities Commission, Military Department, University of California, California State University, investor-owned utilities, and publicly owned utilities.

Center must develop a statewide wildfire forecast and threat intelligence strategy to improve threat identification, emergency preparedness, standardize environmental monitoring, and enhance forecasting capabilities.

Information sharing must protect sensitive information and business confidentiality while enabling public officials to detect, respond to, and prevent catastrophic wildfires threatening public health and safety.
