Lowers the minimum annual beer production requirement for brewpub-restaurant licensees from 200 barrels to 100 barrels per year on the licensed premises.

Restricts brewpub-restaurant licensees from selling, furnishing, or exchanging alcoholic beverages with licensed beer manufacturers that are under common ownership or control of the brewpub-restaurant licensee.

Allows existing brewpub-restaurant licenses and applications filed before December 31, 2019 to be exempt from Section 23816 limitations on the number of licensed premises.

Prohibits sale or transfer of existing brewpub-restaurant licenses issued before December 31, 2019 for prices exceeding the original license fee paid by the seller or transferor.

Takes effect immediately as an urgency statute, approved September 27, 2019.
