Authorizes the California Department of Transportation to lease airspace and real property acquired for highway purposes to cities, counties, political subdivisions, and state agencies for temporary emergency shelter or feeding programs.

Requires leased property to have independent site access separate from controlled highways, prohibits use as childcare facilities or for playground equipment, and mandates compliance with emergency housing standards in the California Building Code and Residential Code.

Sets monthly rent at $1 per month with an annual administrative fee of up to $5,000 (or up to $15,000 if necessary to cover departmental costs).

Allows the department to terminate leases without penalty with 120 days' notice if the property is needed for departmental purposes, with prorated reimbursement of advance payments; occupants are not entitled to relocation benefits.

Requires lessees to maintain the property, obtain all necessary permits, defend and indemnify the state, and comply with fire and safety standards enforced by local authorities; this authorization expires January 1, 2029.
