Adds a used heavy-duty truck exchange as an eligible project under the Carl Moyer Memorial Air Quality Standards Attainment Program until January 1, 2023.

Allows multiple fleet owners to partner together in a single project application, with requirements based on the most-polluting vehicle across all participating fleets.

Requires purchased vehicles to remain in California for the duration of the project and be either zero- or near-zero-emission vehicles or vehicles certified to meet the most stringent optional nitrogen oxide emission standards.

Mandates the State Air Resources Board hold a public workshop by December 31, 2020 and develop a comprehensive plan to help air quality districts implement the heavy-duty truck exchange program.
