Establishes comprehensive statewide licensing and oversight system for recreational camps serving 5+ children for at least 5 days, operated for profit or nonprofit purposes, excluding licensed daycare facilities.

Requires camps to obtain licenses from local agencies before operating; authorizes local agencies to charge application fees up to $1,250 and conduct mandatory inspections before issuing licenses.

Mandates camp directors have 2+ years administrative experience and health directors be licensed physicians or nurses; establishes staff-to-camper ratios (1:12 for children 7+, 1:8 for younger children) and requires background checks for all staff and volunteers.

Imposes specific safety requirements for high-risk activities including swimming, aquatics, firearms, archery, horseback riding, and watercraft; requires lifeguards, trained instructors, and emergency action plans for each camp.

Designates recreational camp operators, directors, and staff as mandated reporters of child abuse; establishes Recreational Camp Safety Advisory Council to advise on camp safety policy.
