Establishes the California Foster Youth Enrichment Grant Pilot Program by January 1, 2020, to provide grants of up to $500 per foster youth for enrichment activities such as music lessons, sports, camps, and college preparation courses.

Allocates up to $12,500,000 total to 4 participating county child welfare agencies (2 rural and 2 urban counties selected by the State Department of Social Services) based on the number of children in care as of March 31, 2020.

Requires participating counties to submit 2-year plans by May 1, 2020, including outreach strategies, collaboration with tribes and probation departments, and accountability measures for fund disbursement.

Allows caregivers or youth to submit applications on a simple form developed by the department, with foster youth able to receive a maximum of $1,000 annually; prohibits use of funds for administrative activities.

Requires the department to submit a report to the Legislature by October 1, 2022, with data on applications, grants awarded, and activities funded; the pilot program repeals on January 1, 2023.
