Requires the Secretary of the California Health and Human Services Agency, in coordination with the Director of the California Department of Aging, to lead development and implementation of a Master Plan for Aging established by Executive Order N-14-19.

Directs the Cabinet-level Workgroup for Aging to work with specified state agencies (Health and Human Services, Labor and Workforce Development, Transportation, Business/Housing, and Government Operations) to identify policies and strategies needed to implement the master plan.

Establishes six core values for the master plan: equity, person-centered care, efficiency, system rebalancing toward home and community-based services, coordination and integration, and access across all communities.

Requires the California Department of Aging to submit a report by October 1, 2020, identifying statutory and regulatory changes needed to improve the department's organization to implement the master plan.

Mandates annual updates to the Governor and Legislature from October 1, 2021, through October 1, 2030, on implementation status, data metrics, best practices, and model policies.
