Each student health center at University of California and California State University campuses must offer abortion by medication techniques on-site, through telehealth, or via contracted providers beginning January 1, 2023.

Establishes the College Student Health Center Sexual and Reproductive Health Preparation Fund administered by the Commission on the Status of Women and Girls to allocate private funds for medication abortion readiness at each public university student health center.

Allocates $200,000 per campus for medication abortion readiness costs including equipment, facility upgrades, telehealth capabilities, staff training, and clinical revenue offset during training periods.

Allocates an additional $200,000 to each university system for system-wide costs including 24-hour backup medical support, telehealth account fees, and billing consultation.

Implementation is contingent upon a minimum of $10,290,000 in private funds being made available to the fund by January 1, 2020, with no General Fund moneys authorized for these purposes.
