Requires insurers to establish a primary point of contact and provide direct communication means for residential property insurance claims if a third or subsequent adjuster is assigned within a 6-month period following a declared state of emergency.

Mandates the Department of Insurance annually prepare and distribute to all licensed adjusters and insurers a notice of significant California property insurance laws and a handbook for adjusting claims related to emergencies, wildfires, and disasters.

Requires nonlicensed adjusters working during declared emergencies to certify under penalty of perjury within 15 calendar days that they have read and understand the department's notice and handbook.

Extends military service license protections to insurance adjusters, allowing their licenses to remain in force during military service and for a specified period afterward without renewal requirements.

Allows the commissioner to deny, suspend, revoke, or restrict a nonlicensed adjuster's registration or an adjusting firm's license based on violations committed by registered nonlicensed adjusters.
