Replaces requirement for Department of Defense to provide electronic maps with a requirement that branches of the United States Armed Forces provide a "point of contact" to the Office of Planning and Research for notification purposes.

Requires planning agencies to refer proposed general plan adoptions or amendments to armed forces branches that have designated a military point of contact if the project is within 1,000 feet of a military installation, beneath a low-level flight path, or within special use airspace.

Mandates the Office of Planning and Research maintain on its website maps of low-level flight paths, special use airspace, military installations, and military points of contact for public agency reference.

Requires public agencies to notify armed forces branches with designated points of contact when accepting complete applications for projects within 1,000 feet of military installations or special use airspace, with exceptions for projects in urbanized areas (except those within 1,000 feet of installations).

Modifies definition of "special use airspace" to reference "area" rather than "land area" underlying designated airspace for military training, research, development, or evaluation.
