Establishes landing fee rate schedule for commercial fishing effective 2020, with annual adjustments based on the federal Implicit Price Deflator for State and Local Government Purchases of Goods and Services.

Eliminates the 5-member commercial salmon fishing review board and modifies vessel permit transfer requirements by replacing vessel classification system with a calculation method using length × breadth × depth measurements from marine surveys or Coast Guard documentation.

Extends the sea cucumber permit program from April 1, 2020 to April 1, 2030, and restricts transfers of certain Dungeness crab vessel permits while authorizing retrieval permit holders to retrieve traps during director-restricted fishing periods to reduce marine life entanglement.

Requires the California Coastal Commission to develop guidance by December 31, 2020 for coastal development permits related to shellfish, seaweed, and low-trophic mariculture production to streamline permitting and reduce costs and timelines.

Repeals sections governing the commercial salmon fishing review board and makes various conforming changes to Fish and Game Code provisions related to commercial fishing operations.
