Allows licensed winegrowers and brandy manufacturers to sell wine or brandy to consumers and conduct winetasting activities at up to 2 licensed branch premises, increased from the current limit of 1 premise.

Amends Section 23390.5 of the Business and Professions Code to change the restriction from "one" to "two" licensed branch premises for these activities.

Exempts existing duplicate licenses and branch offices that were in operation on January 1, 1966, from the new restrictions, including any renewals or transfers of those licenses.

Provides that no state reimbursement is required because the bill only changes the definition of a crime under the Alcoholic Beverage Control Act, which is exempt from reimbursement requirements under the California Constitution.
