Expands unemployment insurance eligibility for motion picture production workers by deeming their entire service as California employment if they reside in the state, regardless of where work is performed.

Clarifies that service performed outside California by motion picture production workers is considered temporary or transitory if the worker is a state resident, hired and dispatched from California, and intends to return for reemployment.

Addresses complexity in applying unemployment insurance laws to the motion picture industry's mobile, short-term workforce and multi-state production practices.

Makes an appropriation to the continuously appropriated Unemployment Fund due to expanded eligibility for benefits.
