Splits the $200 million annual Local Partnership Program allocation into two subaccounts: 85% to Local Partnership Formula Subaccount and 15% to Small Counties and Uniform Developer Fees Competitive Subaccount.

Distributes Local Partnership Formula Subaccount funds to eligible entities (those with voter-approved transportation taxes or uniform developer fees) using a formula based on population (75%) and voter-approved tax revenue generation (25%).

Allocates Small Counties and Uniform Developer Fees Competitive Subaccount through competitive grants to eligible entities in counties with populations under 750,000 and entities with uniform developer fees.

Requires eligible entities to submit project descriptions, current status, local matching funds commitment, and requested funding amount to the California Transportation Commission for review and approval.

Authorizes the California Transportation Commission to develop separate guidelines for each subaccount distribution by April 1, 2020, and allows entities to encumber funds up to two years after receipt and use unused allocations in up to three subsequent funding cycles.
