CA SB278

Amends Government Code Sections 66530 and 66531 to require the Metropolitan Transportation Commission to determine that transportation projects are a priority for the region, in addition to being essential.

Revises the timeline for the commission to adopt revised guidelines for county transportation plans from January 1, 1995, to January 1, 2021, and every four years thereafter.

Requires each county within the commission's jurisdiction to develop and update transportation plans every two years in consultation with cities and transit operators within the county.

Establishes that county transportation plans shall serve as the primary basis for the commission's regional transportation plan and regional transportation improvement program.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to applicable statutory provisions.
