Requires the Department of Housing and Community Development to investigate changes to the California Residential Code during the next triennial building standards rulemaking cycle beginning on or after January 1, 2020, to promote aging-in-place design and fall prevention.

Directs investigation of three specific building standard changes: accessible location of doorbells, light switches, and HVAC controls; installation of support backing for future grab bars in bathrooms; and 32-inch clearance width for one bathroom door and one bedroom door on accessible floors.

Authorizes the department to propose building standards to the California Building Standards Commission if the changes can be incorporated without significantly increasing construction costs.

Requires the department to determine whether an 18-month delay in the effective date is warranted for the 32-inch doorway clearance standard to allow industry time to incorporate the change into standard designs.
