Amends Government Code Section 17551 to clarify the filing deadline for test claims submitted to the Commission on State Mandates based on when increased costs were incurred.

Specifies that "within 12 months" of incurring increased costs means by June 30 of the fiscal year following the fiscal year in which the increased costs were first incurred by the test claimant.

Applies to local agency and school district claims for reimbursement of costs mandated by the state under Article XIII B, Section 6 of the California Constitution.
