Exempts sustainable transportation projects from California Environmental Quality Act (CEQA) requirements, including bus rapid transit, light rail services, pedestrian and bicycle facilities, transit prioritization projects, and parking requirement reductions, effective until January 1, 2023.

Requires exempted projects to be carried out by public agencies in urbanized areas on existing public rights-of-way and prohibits adding new automobile capacity except minor transit-related modifications.

For projects exceeding $100,000,000, requires completion of a project business case and racial equity analysis, at least 3 noticed public meetings before approval, and at least 2 annual public meetings during construction.

Mandates that project contractors use a skilled and trained workforce in compliance with apprenticeship requirements under Public Contract Code Chapter 2.9, with limited exceptions for existing project labor agreements.

Extends the existing exemption for bicycle transportation plans (restriping, parking, signal timing, and signage) from January 1, 2021 to January 1, 2030 and removes prior requirements for traffic and safety impact assessments.
