Requires the State Department of Social Services to conduct poverty reduction analysis and report to the Legislature every 5 years starting in 2020 through January 1, 2039.

Report must include current California child poverty rates (using official and California poverty measures), identification of promising local practices that reduce child poverty, and progress toward ending deep child poverty by 2024 and reducing overall child poverty by 50% by 2039.

Department shall identify additional investments or program modifications needed to implement successful practices statewide and meet poverty reduction goals.

Methodology for evaluating progress must use benchmarks and data from the Lifting Children and Families Out of Poverty Task Force, along with childhood indicators such as birth weights, school test scores, graduation rates, and juvenile arrest rates.

Division 11 automatically repeals on January 1, 2039.
