CA SB3

Establishes the Office of Higher Education Coordination, Accountability, and Performance as an independent state entity to oversee statewide postsecondary education planning, data collection, and coordination across public segments (UC, CSU, California Community Colleges) and private institutions.

Creates a 5-member governing board appointed by the Governor (3 members, subject to Senate confirmation), Senate Rules Committee (1 member), and Speaker of the Assembly (1 member), with members serving four-year terms and possessing expertise in student support, college and career pathways, or consumer policy.

Establishes an 11-member advisory body comprising representatives from the three public postsecondary segments, independent colleges, private postsecondary education, K-12 education, three faculty members (one from each public segment), and two student representatives.

Directs the office to review new academic programs and campus proposals, advise on eligibility admissions changes, conduct performance oversight on graduation rates and affordability, identify state goals and performance measures, and measure supply and demand of jobs by field of study.

Requires public postsecondary segments and the Labor and Workforce Development Agency to submit student data and wage records to establish a P-20 longitudinal statewide data system; office must report annually to the Legislature and Governor, with Legislative Analyst's Office to review office performance by July 1, 2025.
