Prohibits water transfers from groundwater basins underlying desert lands near federal or state protected areas (national monuments, preserves, parks, wilderness areas, or state lands) unless the State Lands Commission finds the transfer will not adversely affect natural or cultural resources

Requires water transferors to submit an application to the State Lands Commission before using a water conveyance facility for such transfers, including transferor names and relevant data

State Lands Commission must review applications within 15 months in consultation with the Department of Fish and Wildlife and Department of Water Resources, with option to extend deadline to 24 months if needed

Requires transferors whose proposed transfers are approved to submit annual reports to the State Lands Commission on the condition of the groundwater basin

Defines "desert lands" as a specific geographic area in the Mojave Desert region bounded by Interstate 15, Interstate 40, State Highway 62, and U.S. Highway 95
