Requires cosmetic manufacturers to disclose fragrance and flavor ingredients on a designated list of harmful chemicals to the California Division of Environmental and Occupational Disease Control, effective January 1, 2022.

Designated list includes chemicals identified as carcinogens, reproductive toxicants, neurotoxicants, persistent bioaccumulative toxics, and other hazardous substances by various state and federal agencies.

Requires disclosure of fragrance allergens present in rinse-off products at concentrations of 0.01% or higher, and leave-on products at 0.001% or higher, with distinct labeling on the public database.

Mandates the Division post fragrance and flavor ingredient information along with associated health hazards on the existing cosmetics database in an easily readable format.

Protects trade secrets by prohibiting disclosure of ingredient amounts, formulation methods, or ingredients not on the designated list, and exempts fragrance ingredients on the designated list from trade secret protections.
