High schools, including charter schools, must begin no earlier than 8:30 a.m. and middle schools no earlier than 8:00 a.m.

Implementation deadline is July 1, 2022, or the date a school district's collective bargaining agreement operative on January 1, 2020 expires, whichever is later.

Exemption applies to rural school districts.

Department of Education encouraged to post research on sleep deprivation impacts and benefits of later start times on its website.

State must reimburse local agencies and school districts for costs mandated by this legislation if the Commission on State Mandates makes such a determination.
