Requires the State Department of Social Services to convene a stakeholder workgroup by February 1, 2021, to review online purchases using the electronic benefits transfer (EBT) system and recommend consumer protections for individuals making online purchases.

Specifies that stakeholders include CalFresh beneficiaries, advocates, county welfare directors, food and retail industry representatives, payment technology providers, disability rights advocates, and other relevant organizations.

Requires the workgroup to meet at least six times and consider factors including food safety, consumer protection, delivery fees, impacts on low-income consumers, access in food deserts, and effects on existing grocery and retail industries.

Mandates the department report all recommendations to the Legislature by December 1, 2021, and may include the department's analysis of implementation feasibility.

Authorizes the workgroup to continue meeting quarterly from January 1, 2022, through January 1, 2023, to develop additional EBT system improvements and assist the department and Legislature on EBT-related matters.
