Requires the Homeless Coordinating and Financing Council to develop and implement a statewide strategic plan for addressing homelessness by July 1, 2021, including goals, objectives, timelines, and metrics for measuring achievement.

Mandates identification of additional funding sources that state and local agencies can use to address homelessness issues as part of the strategic plan.

Requires the council to implement strategic plans by January 1, 2021 to assist HUD Continuum of Care lead agencies in implementing federal Housing and Urban Development recommended activities and meeting HUD requirements.

Specifies that assistance to HUD Continuum of Care lead agencies shall include support for annual counts of unsheltered homeless populations, nonfederal fundraising, agency coordination, and implementation of the Homeless Management Information System.

Directs the council to consider establishing a balance of state Continuum of Care areas to reduce administrative burdens on Continuum of Care lead agencies, particularly in rural areas.
