Reduces the maximum age of onsite sewage treatment systems eligible for opt-out from sewer service orders from 10 years to 5 years prior to the order's issuance.

Allows property owners to opt out of regional board sewer service orders for up to 5 years if their onsite sewage treatment system is adequate and was installed within the 5-year window.

Property owners who opt out remain responsible for paying reasonable standby charges to the receiving sewer system.

Subsequent property owners of residences that have opted out may choose to opt in to sewer service upon gaining ownership and have access to available financial assistance for connection and infrastructure costs.
