Requires transit operators to staff each fully-automated transit vehicle with at least one employee while the vehicle is in service, until January 1, 2025.

Mandates that employees staffing fully-automated transit vehicles receive training in passenger safety, passenger communication, assisting disabled and elderly passengers, and emergency response and preparedness.

Exempts fixed guideway vehicles operating on closed loops within airports or similar facilities from these staffing requirements.

Requires transit operators that deploy fully-automated transit vehicles to report deployment results to the Legislature by March 31, 2025.

The entire section becomes inoperative January 1, 2025, and is repealed January 1, 2026.
