Increases the child support pass-through amount to CalWORKs recipients from $50 to $100 for families with one child or $200 for families with two or more children, effective January 1, 2022 or when the Statewide Automated Welfare System automation is ready, whichever is later.

Excludes from "child support delinquency" definition any arrearage owed to the state that is determined uncollectible, effective January 1, 2022, and requires agencies to deem arrearages uncollectible when a noncustodial parent's sole income is from SSI/SSP, SSDI, CAPI, or Veterans Administration Disability Compensation benefits.

Prohibits the Department of Child Support Services from collecting interest accruing on or after January 1, 2022 on principal amounts of child support assigned to the state under welfare law.

Authorizes the Department of Child Support Services and State Department of Social Services to implement these provisions through administrative letters or instructions until final regulations are adopted by July 1, 2022.

Excludes any appropriation under existing continuous funding provisions for CalWORKs from covering implementation costs of this bill.
