Authorizes local law enforcement agencies to adopt policies regarding senior and disability victimization, with mandatory requirements if policies are adopted or revised on or after April 13, 2021

Required policy provisions include training on elder and dependent adult abuse, hate crimes against people with disabilities, investigation procedures, arrest protocols, and cooperation with other agencies while retaining law enforcement's exclusive responsibility for criminal investigations

Eliminates the requirement for long-term care ombudsman programs to include elder and dependent adult abuse information in their policy manuals

Requires law enforcement agencies to investigate all reports of senior and disability victimization without dismissing them as civil matters and to make arrests or seek arrest warrants according to specified protocols

Defines "senior and disability victimization" to encompass elder abuse, sex crimes, homicide, hate crimes based on disability, domestic violence, and unlawful interference with mandated abuse reports involving elders and people with disabilities
