Expands misdemeanor liability under Health and Safety Code Section 1569.47 to include employees of placement agencies, not just the agencies themselves, when placing individuals in residential care facilities for the elderly who cannot be cared for within license limits or require inpatient hospital care.

Modifies language throughout the statute for grammatical consistency, changing "any" to "a," "which" to "that," and updating pronouns to gender-neutral terms.

Applies existing prohibitions and reporting requirements to placement agency employees, including requirements to report unlicensed facilities and to notify licensing agencies of incidents jeopardizing resident health or safety.

Exempts the state from reimbursing local agencies for costs under Article XIII B of the California Constitution, as the bill only creates new criminal penalties for existing conduct.
