Amends Section 75241 of the Public Resources Code to require the Strategic Growth Council to consider applications for projects in unincorporated areas of counties as part of the Transformative Climate Communities Program.

Maintains existing requirement that eligible entities demonstrate multistakeholder partnerships with local agencies, community-based organizations, labor groups, and other stakeholders.

Preserves council authority to prioritize plans and projects covering areas with high proportions of disadvantaged communities.

Requires plans and projects to demonstrate greenhouse gas emissions reductions and maximize climate, public health, environmental, workforce, and economic benefits.

Designates the California Environmental Protection Agency to provide outreach assistance to disadvantaged communities and assess environmental justice benefits of project awards.
