Authorizes the Department of Alcoholic Beverage Control to issue up to 10 additional new on-sale general licenses for bona fide public eating places in the first calendar year after a county reaches its license limit.

Requires the department to follow procedures set forth in Section 23961 when issuing these additional licenses.

Allows current holders of valid on-sale general seasonal licenses to apply for an original on-sale general license under this section.

Prohibits licenses issued under this section from being transferred between counties or sold for a price greater than the original fee paid.

Authorizes the department to issue one replacement license following cancellation or revocation of a license granted under this section.
