Amends Government Code Section 54956.96 to allow the Clean Power Alliance of Southern California to authorize non-member designated alternate representatives to attend closed sessions of the joint powers agency in lieu of regularly appointed members.

Permits designated alternate members who are not local agency members to disclose closed session information with direct financial or liability implications to the local agency's legal counsel or legislative body members in closed session.

Requires the Clean Power Alliance of Southern California to establish policies preventing conflicts of interest and addressing confidentiality breaches for non-member designated alternates attending closed sessions.

Special provisions expire January 1, 2025, after which only the original joint powers agency rules remain in effect.

Declares that a special statute is necessary due to the Clean Power Alliance of Southern California's unique need to maintain sufficient members present to hold meetings.
