Requires the Controller to withhold apportionments from cities and counties that fail to meet minimum annual general fund expenditure requirements for street, road, and highway purposes, with withheld amounts reallocated to compliant jurisdictions or reimbursed to the state.

Expands the requirement that cities establish a special gas tax street fund to receive any apportionments from the Highway Users Tax Account to apply to all apportionments from that account.

Repeals provisions exempting vehicle owners in Los Angeles County and San Francisco from submitting proof of financial responsibility for vehicle registration and driving requirements effective January 1, 2020.

Updates motor vehicle exhaust noise testing standards from Society of Automotive Engineers Standard J1492 to October 2008 standard, establishing a 95 dbA limit for vehicles under 6,000 pounds gross vehicle weight rating.

Expands Department of Motor Vehicles authority to regulate motortrucks regulated by the Department of Consumer Affairs while removing motortrucks regulated by the Public Utilities Commission from DMV oversight.
