Requires counties to provide immediate childcare assistance starting on the date of application (no later than the next working day) to CalWORKs applicants who are apparently eligible and need childcare to maintain/obtain employment or attend educational/training activities.

Applicant eligibility for immediate childcare assistance requires either verification of a job or job offer, or need to attend an educational or training activity as described in Section 11322.6.

Counties must verify the applicant's full CalWORKs eligibility within 15 working days of the childcare assistance request, with assistance continuing as long as the participant remains eligible.

If applicant chooses unlicensed childcare services requiring trustline registration, payment may only be issued after the provider becomes a registered trustline provider under Health and Safety Code Chapter 3.35.

Operative date is July 1, 2020, or when the Statewide Automated Welfare System is ready to perform necessary automation, whichever is later; the Department of Social Services may implement through all-county letters until final regulations are adopted within 24 months.
