Authorizes the State Coastal Conservancy to provide technical assistance and award grants to public agencies and nonprofit organizations for technical assistance purposes.

Expands educational grant eligibility to include adults and kindergarten through grade 12 pupils, and adds federally recognized Indian tribes as eligible grantees alongside nonprofit organizations, educational institutions, and public agencies.

Allows grants for construction and improvement of structures and facilities used for educational projects and programs related to coastal resource preservation, protection, enhancement, maintenance, and enjoyment.

Prohibits use of General Fund moneys for grants to public educational institutions, including community colleges, and caps grant administrative costs at 10 percent of funds received for educational projects and programs.

Authorizes the conservancy to award unrestricted funds on and after January 1, 2020, for grants to nonprofit organizations offering scientific, educational, or heritage programs focused on ocean and coastal resource history and stewardship.
