Repeals Penal Code Section 1203.073 entirely and replaces Section 1203.07 to retain probation prohibitions only for crimes involving minors in drug manufacturing or sales.

Amends firearm possession restrictions under Penal Code Section 29820 to align with the new probation eligibility standards for individuals convicted of drug offenses.

Requires state reimbursement to local agencies and school districts for any costs mandated by this act pursuant to Government Code provisions.
