Enacts the First Validating Act of 2019 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including state agencies, counties, cities, districts, and specified entities.

Declares all public bodies previously organized under any law to be legally organized and functioning with full rights, powers, privileges, and subject duties.

Confirms and validates all boundary changes, annexations, consolidations, mergers, dissolutions, and bond issuances previously taken by public bodies.

Limits validation to acts not currently pending in legal proceedings and not previously determined to be illegal or void; excludes federal government contracts and community redevelopment agencies.

Requires any legal challenges to the validity of prior public body actions to be filed within six months of the effective date (July 10, 2019), after which all matters become valid and incontestable.
