Enacts the Second Validating Act of 2019 to validate the organization, boundaries, acts, proceedings, and bonds of all state and local public bodies including cities, counties, districts, and specified agencies.

Confirms that all public bodies previously organized or existing under any law are legally organized and functioning with all rights, powers, and privileges regardless of any procedural defects.

Validates all prior acts and proceedings related to annexation, detachment, consolidation, merger, dissolution of public bodies, and authorization and issuance of bonds.

Limits legal challenges to actions taken by public bodies to six months from the effective date, after which all matters become valid and incontestable unless already barred by statute of limitations or determined illegal in prior proceedings.

Becomes operative September 1, 2019, and takes immediate effect as an urgency statute.
